Fred has been a Contributing Editor for The Planning Report since 1995. FEBRUARY 1999Fred Gaines was appointed to a two year term on the Calabasas City Library Commission. Fred was Chair of the Los Angeles County Library Commission in 1997-98. MARCH 1999The March 21, 1999 edition of the Los Angeles Daily News published a memorial tribute to former United States Supreme Court Justice Harry Blackmun written by Fred Gaines. Fred penned the piece in his role as President of the San Fernando Valley Bar Association. APRIL 1999Fred Gaines was chosen to moderate a debate on the issue of "Gun Control: A Constitutional Quagmire or Much Ado About Nothing" at Soka University in Calabasas. The program was part of Soka University's highly acclaimed Human Rights Lecture Series. MAY 1999Sherman Stacey coordinated the closing of the $100 Million sale of Santa Monica's biggest apartment complex. Sherman represented his long time client Santa Monica Shores Limited Partnership in what the Los Angeles Times called "the largest apartment sale in the history of Santa Monica." JUNE 1999Fred Gaines was installed as a Trustee of the Los Angeles County Bar Association at the Association's Annual Installation Dinner at the Regal Biltmore Hotel. The Los Angeles County Bar Association is the nation's largest voluntary bar association with over 22,000 members. JULY 1999Gaines & Stacey LLP clients received a $1 Million settlement payment in a case involving a landslide which partially destroyed their Beverly Hills home in February 1998. Fred Gaines and Lisa Weinberg achieved the settlement on the same day that the trial was set to begin in the Los Angeles Superior Court in Santa Monica. AUGUST 1999Fred Gaines was a featured speaker at the Federalist Society for Law & Public Policy Studies National Conference on Emerging Trends in Property Rights. Fred's presentation was entitled "Trying a Takings Case in Court: Some Practical Observations." SEPTEMBER 1999Sherman Stacey, on behalf of Gaines & Stacey LLP client Timberlake Group International, was successful in defeating three separate lawsuits filed by a rival shopping center developer. The actions were all attempts to overturn development approvals for a new 500,000 square foot retail center in the City of Redlands. OCTOBER 1999On October 15, 1999, Gaines & Stacey LLP moved to new offices, just across the street from our former location. Our new suite features larger offices, updated telecommunications and computer technology, expanded conference rooms and library facilities, and easier parking and client access. NOVEMBER 1999Lisa Weinberg and Fred Gaines presented a seminar entitled "Land Use and Entitlements Due Diligence: Determining the Status and Appropriateness of a Project's Permits and Land Use Controls During the Acquisition Process." The program was attended by some thirty real estate attorneys in Century City. DECEMBER 1999Fred Gaines was elected Vice Chair of the Valley Industry and Commerce Association ("VICA").
